Integrated Emergency Management

On July 12, 2017, with the financial support of the OSCE Program Office in Bishkek, the Information Aarhus Center in Osh together with the territorial department of the Center for Training and Retraining of Civil Protection Specialists under the Ministry of Emergency Situations of the Kyrgyz Republic, a comprehensive exercise was held for members of the Commission for Civil Protection and Voluntary Life Support Teams  at Kulunda Ail District of Leilek District in Batken Oblast, within the framework of the project “Disaster Risk Reduction and Security in the OSCE Area.”

Idea: Conducting the complex exercise “Element – 2017”.

Theme: “Organization of work of the Commission for Civil Protection, Forces and Means of Kulunda Ail District in case of threat and emergence of emergency situations”.

Objectives of the exercise:

1. Improvement of the practical skills of the forces and means of the Ail District in the field of protecting the population and territories.

2.Complex of organizational and legal issues on emergencies.

3. Development of joint coordinated actions and means for conducting emergency rescue and other urgent work in emergency zones.

4. Notification of the district service of the Committee for Emergency Situations

5. Notification and informing leaders and discussion of joint actions for liquidation of consequences

Participants:

Civil Protection Commission (CPC), Voluntary Rescue Team (VRT), local kenesh, organizations, institutions, local community of the aiyl okrug.

The complex doctrine “Element – 2017” was held on the basis of the developed plan for conducting the exercise. During the exercise at the First Stage, the action of the Civil Protection Commission (CPC), the forces and means of the aiL district for the adoption of emergency measures to protect the population and territories in the face of the threat of mudflows was verified.

At this stage fulfilled:

1. Organization and notification of CPC and the population of the ail district;

2. Organization of activities to monitor hazardous processes in the territory of the ail district;

3. Organization of the work of CPC and the population in case of flooding;

4. Evacuation of the population from areas of possible flooding;

 

5. Notification of the district service of the Committee for Emergency Situations

6. Notification and informing leaders and discussion of joint actions for liquidation of consequences

At the second stage of the complex exercise the following questions were worked out:

1. Organization and conduct of reconnaissance in zones affected by emergencies;

2. Organization of search and rescue operations;

3. Evacuation and temporary deployment of the affected population;

4. Implementation of measures for comprehensive provision of the affected population;

5. Organization of activities to identify the needs of the affected population in basic necessities and housing;

6.Complimentary information on the situation in the emergency zones.

7. Interaction on liquidation of consequences of emergency situations with the heads of the Committee for Emergency Situations, joomats.

In the end, the heads of the services reported to the chairman of CPC about the work performed within the framework of the integrated exercise. Chairman of the CPC, the commanders of the VRT and the village headquaters of the villages of the ail okrug summed up and completed the comprehensive exercise.

Director of the Aarhus Center in Osh city K. Isabayev informed the participants and residents of the International village about the results of the Comprehensive exercise and noted the importance of awareness and awareness of local residents during and before emergencies.

The representative of the OSCE Office in Bishkek, M. Osmonov, handed over to the commanders of the VRT S.Anadin and M. Zhumabayev rescue equipment and special equipment for organizing and conducting rescue operations during emergency situations.

CPC Chairman, VRT commanders expressed their gratitude to the OSCE Office in Bishkek for providing rescue equipment and special equipment to two VRT villages, “International” and “Maksat”, within the framework of the project “Disaster Risk Reduction and Security in the OSCE Area”
