Training: “Analysis of the regulatory and legal framework of the mining industry of the Kyrgyz Republic”

March 25, 2017 in the building of the secondary school named after Dankanay, Cholpon-Ata, Toktogul district, Jalalabad region with the financial support of the OSCE Center in Bishkek, together with the regional department of the State Inspectorate for Environmental and Technical Safety in the cities of Karakol, Tash-Komur and Toktogul district, a training was held on the topic “Analysis of the regulatory and legal framework of the mining industry of the Kyrgyz Republic”.

The training was organized by the Aarhus Center in Osh.

27 people took part in the training, including: the head of the Cholpon-Ata Aiyl District, ayil-bashchy villages of the ayil, the Chief Inspector of the State Inspectorate for Environmental and Technical Safety in the cities of Karakol, Tash-Kumur and Toktogul District, deputies of the local Kenesh , Heads of public associations and residents of the aiyl.

The event was held according to the training program in an interactive form. Trainer acquainted the audience with the main principles of the Aarhus Convention. The participants of the training were interested in issues related to licensing of mineral resources rights, mining taxation, social package and Extractive Industries Transparency Initiative. Particular interest to the training participants were the problems of the impact of mining companies’ in the extration of placer gold deposits on the environment and human health. These are such problems as pollution of drinking water, violation of the Uzun-Akmat river, cutting down forest and changing radiation background in the territory of the aiyl.

During the training, handouts were distributed to the participants (Aarhus Convention posters and Law of the Kyrgyz Republic “On Subsoil” in the Kyrgyz language).

At the end of the training, the head of the Cholpon-Ata Aiyl Aymak and local residents thanked the organizers, and also expressed their desire to hold similar events in the future.
