Meetings on land transformation for solid waste landfills in Kara-Suu, Alai districts.

On May 15-16, 2023, meetings were held in the Kara-Suu and Alai regional state administrations. This event was organized by the Osh Aarhus Center jointly with the Osh Regional Department of the Ministry of Natural Resources, Ecology and Technical Supervision of the Kyrgyz Republic as part of the OSCE Program Office project “Support for the Green Economy and Rational Nature Management”.

The meeting was attended by the heads of the aiyl okmotus of the Kara-Suu and Alai regions, specialists in land resources of local self-government bodies, the State Enterprise “Cadastre”, specialists of the regional departments of architecture, regional centers for sanitary and epidemiological surveillance, state inspectors of the Osh regional department of the MNRETS KR.

These events were opened by the Deputy Head of the Kara-Suu District State Administration A. Kulanova, the Head of the Office of the Alai District State Administration Adanbai uulu Nurbek and the Director of the Aarhus Center K. Isabaev. They emphasized the importance of land transformation and invited participants to take an active part.

State inspectors of the Osh Regional Department of the Ministry of Natural Resources, Ecology and Technical Supervision of the Kyrgyz Republic T. Mamashev, A. Ismailov, A. Matisaev and S. Osmonov informed the participants in detail about the current state of solid waste landfills in Kara-Suu and Alai regions.

According to the aiyl okmotu, solid waste landfills are located in the following territories:

– In Sary-Kolot aiyl okmotu (for the city of Kara-Suu, aiyl okmotu Savay, Joosh, Otuz-Adyr) – 3.0 ha,

– In Zhany-Aryk ayil okmotu – 5.0 ha,

-Narimansky, Kashkar -Kyshtaksky, Sharksky, Toloikonsky ayil okmotu – under the contract, waste is placed at the solid waste landfill in the city of Osh,

– In the Kyzyl-Suu ayil okmotu, work is underway to transform 2.0 hectares of land for a solid waste landfill,

– In the Madysky ayil okmotu, a landfill is illegally placed on the territory of 0.43 hectares.

Of the 14 ayil okmotus of the Alai district, the following lands were allocated:

– Alai ayil okmotu – 0.5 ha of land,

– Uch Dobo ayil okmotu – 0.5 ha,

-Sary Tash ayil okmotu – 0.5 ha,

-Kabylan Kol ayil okmotu – 0.3 ha (documents are being processed),

– Josholu ayil okmotu – 0.40 ha (documents are being processed),

-Lenin ayil okmotu – 1.0 ha (work is underway to select a land plot),

– Zhany Alay ayil okmotu places solid waste at the landfill in Osh city (under the contract).

In the rest of the ayil okmotu, due to the lack of suitable sites, no work was carried out to select land for the solid waste landfill.

Specialists of the State Enterprise Cadastre, regional architecture, regional centers for sanitary and epidemiological surveillance reported that land transformation work has become much easier and offered to draw up documents in a timely manner in accordance with the requirements of regulatory legal acts. They provided information on the impact of landfills on the environment and human health.

Aarhus Center specialist A. Matisaev acquainted the participants with the temporary regulation on land transformation, laws and regulations in the field of waste management. Copies of these regulations were distributed to the participants.

The participants of the meetings noted the importance of carrying out explanatory work and special training events for residents on the separate collection of municipal solid waste.

At the end of the meeting, the director of the Aarhus Center said that he was ready to work closely with stakeholders to improve environmental protection and ecology.

At the end of the meeting, the participants made the following recommendations on regulating the issues of solid waste management:

  1. Organization of special enterprises for the collection and removal of garbage in the aiyl okmotu and provision of funding from the budget. Provision of special equipment.
  2. Assistance in the transformation of land for the organization of special landfills for the disposal of municipal solid waste.
  3. Development of provisions for taking action by persons who violate the requirements of regulatory legal acts on the environment in ayil okmotu and development of special forms.
  4. Increase in fines for violators.
  5. Work with representatives of the recycling business.
  6. Carrying out explanatory work and activities with residents of ayil okmotu to reduce the amount of waste.
