Training for employees of the SAEPF.

On June 6, 2018, with the financial support of the OSCE Program Office in Bishkek, in the “Osh Nuru” Conference Hall No. 3 was held the training “Execution of relevant documents on the results of inspections” for engineers on conservation and protection of forest, nature parks and reserves in Osh region, on which 25 employees attended.

The training was opened with introductory speech of the director of the Aarhus center Isabaev K. , and further led by Osmonov M., Senior Program Assistant of the OSCE Office in Bishkek, and Abdisatarov K., Chief Specialist of the Osh Territorial Department of the State Agency for Environmental Protection and Forestry under the Government of the KR (SAEPF).

The director of the center presented to the participants about the activities of the center, about planned activities in the Osh region for 2018 and thanked the management of the SAEPF for their cooperation and assistance in organizing this event.

Osmonov M. Briefly informed the participants on activities of OSCE, on politics of organization in the sphere of environmental protection and ensuring environmental safety, thanking the foresters for participating in this training.

Abdisatarov K. thanked the OSCE Office and the Aarhus Center in Osh for assistance in organizing the training, noted the importance and timeliness of this event and wished good luck in the work.

The training was conducted by the trainer Koshnazarov M. and was facilitated by the specialists of the relevant departments of the Osh Territorial Administration: K. Abdisatarov, T. Tezekbaev, M. Chabarov, Baltabaev K. and the huntsman of the Nookat district of the Osh branch of the Department of protection and use of natural resources Murzaev H..

The following issues were revised and discussed at the training:

– Correct compilation of acts, protocols in violation of environmental legislation, discussion of GRKR “On liability for damage caused by damage to lands” of September 7, 2004, No. 668;

– Fire safety rules in the forests of the KR, discussion of the Regulations on Fire Safety in the Forests of the Kyrgyz Republic dated June 24, 1997;

– Rules for carrying out a control check;

– Discussion of the GRKR “On approval of fees for calculating the amount of penalties for damage to objects of flora and fauna, mummies-containing mineral raw materials and fungi by legal entities and individuals” dated by May 03, 2013, No. 224, and GRKR “On introducing changes in Government Resolution KR from May 3 2013 №224 »on August 18, 2017 № 501;

– Proper drafting of acts, protocols in case of violation of the rules of hunting and prohibition of waste disposal on the territory of the forest fund.

In addition, the issues of compliance with the requirements of environmental laws and familiarized themselves with the latest changes in them. The engineers exchanged with the facts of violation of environmental legislation and the corresponding documents on them.

During the discussion of normative legal acts on forest protection, the following suggestions were received from the participants:

  • The limited engineer’s right on the forest conservation and protection in the Resolution of the Government of the Kyrgyz Republic “On approving the Regulations on the State Forest Guard of the Kyrgyz Republic and the Fire Safety Rules in the Forests of the KR” dated June 24, 1997 No. 371;
  • Differences in the size of the tariff between the Russian and Kyrgyz versions  of Resolution of the Government of the Kyrgyz Republic ” On approval of fees for calculating the amount of penalties for damages caused to objects of the flora and fauna, mummies-containing mineral raw materials and fungi by legal entities and individuals “dated May 03, 2013 No. 224;. 224;
  • Organization of environmental and forestry training for schoolchildren and residents near forestry.
  • Organization of events for the exchange of best practices on forest protection in the advanced forestry (display of cardoons, museums);
  • Examination of normative legal acts on forest protection;
  • Canceling seasonal permits for the shooting of wild animals
  • Participants mentioned the lack of a forest protection station to fight against plant and animal diseases and their prevention in the Osh region.

In conclusion, the director of the Aarhus Center, Isabaev K., expressed the readiness to cooperate with forestry, special protected natural areas in the field of environmental protection and ensuring environmental safety. He asked them to make proposals for joint work. He thanked the participants for their active participation and for the exchange of best practices on forest conservation.
