Over three days, various ministries of the Kyrgyz Republic hosted national consultations with stakeholders from ministries and departments regarding the implementation of the UNDP project “Preparation of the First Biennial Transparency Report (BTR) under the UN Framework Convention on Climate Change,” which saw the active participation of environmental experts, including the Aarhus Center in Bishkek.

On April 3rd, the first meeting of working groups, environmental experts, and interested parties from various agencies within the “Energy” and “Transport and Fugitive Emissions from Fuels” sectors took place in the conference hall of the Ministry of Energy of the Kyrgyz Republic. Discussions focused on the available updated primary data for compiling and updating the Greenhouse Gas Emissions Inventory for the period from 1990 to 2023, as well as on ensuring the quality of the BTR for the preparation of materials for NDC 3.0.


Representatives from various ministries and departments, members of the interdepartmental working group on NDC 3 preparation, and experts from various environmental sectors participated in the meeting. During the discussions of the presentations, opinions were expressed on various issues related to the topic, necessary measures were proposed for amending the indicators of the Inventory, and comments were made on specific included points regarding the application of greenhouse gas indicators, among other things. Separately, information was presented on ongoing international projects in these sectors and the involvement of state structures in their implementation.

On April 7th, a similar meeting was held in the building of the Ministry of Natural Resources, Ecology, and Technical Supervision of the Kyrgyz Republic, where issues in the “Waste” and “Industrial Processes and Product Use” sectors were discussed.

At this meeting, particular attention was paid to issues related to greenhouse gas emissions that receive little attention. These include landfills, air conditioners and refrigeration units, including those in vehicles, from construction and processing enterprises. The fact that various products that release harmful toxic gases are imported into the republic was also noted.

On April 8th, a meeting took place in the building of the Ministry of Water Resources, Agriculture, and Processing Industry of the Kyrgyz Republic, where issues of greenhouse gas emissions and their impact on climate change in the “Agriculture” and “Land Use, Land-Use Change and Forestry (LULUCF)” sectors were discussed.

During the meeting, there was active discussion on issues related to inaccuracies in greenhouse gas emission indicators in rural areas, livestock numbers, arable land, and fertilizer application. It was also noted that the “LULUCF” sector ensures the absorption of carbon dioxide and the need to increase the planting of deciduous saplings, shrubs, and perennial grasses.

These meetings demonstrated the necessity of such gatherings and consultations to obtain objective and reliable information for various reports. At the same time, opinions were expressed on the need to respond promptly to requests sent to state bodies.
