NLA trainings

On September 17-18, 2020, the Aarhus center in the city of Osh for inspectors of the Interregional Departments in the cities of Aidarken, Kyzyl-Kiya and Kadamjai district, in the city of Sulukta, Batken and Lyailak districts of the State Inspection for Environmental and Technical Safety under the GKR, employees of the Batken representative office of the Department of Biodiversity Conservation and specially protected natural areas under the State Agency for Environmental Protection and Forestry and the Public Association “Society of Hunters and Fishermen of Osh-Batken region” training on “Normative legal acts in the field of protection of flora and fauna” was  conducted. The training was attended by 19 people and the trainer was the Chief Inspector of the Osh representative office of DRC and PAs, the initiator and one of the compilers of the recently released collection of “Collection of Normative Legal Acts Relating to the Activities of State Bodies of the Kyrgyz Republic in the Field of Environmental Protection” H. Murzaev.

At the beginning of the training, the director of the Aarhus Center K. Isabaev briefly informed the participants about the activities of the center for the implementation of the Aarhus Convention in the Kyrgyz Republic and gave the floor to the trainer. Kh. Murzaev told the audience about the history of the collection and briefly summarized this edition. During the training, he stopped and explained the most important articles, moments of laws, decrees, regulations and orders of state agencies in the field of environmental protection. There were questions about the execution of protocols, during the confiscation of illegal production and weapons from violators of legal regulations in the field of protection of flora and fauna and the management of hunting farms, to which the trainer answered clearly, clearly and in detail.

At the end, the participants received proposals to conduct training at the regional level with the participation of SIETS inspectors, employees of the DSBiOOOPT, O&R, law enforcement agencies and courts, and to organize a round table at the regional level to address the problems of land transformation for landfills with the participation of all relevant regional services.

Also, issues of cooperation between the Aarhus Center and the MRU SIETS and plans for joint work for 2021 were discussed.

The participants were given the Hunting Minimum manual and the Collection of Normative Legal Acts Relating to the Activities of State Bodies of the Kyrgyz Republic in the Field of Environmental Protection.

Due to the epidemiological situation, this training was conducted separately in the cities of Pulgon and Batken.
