Information about the training on disaster risk analysis and mapping of risks in the Kulunda village of the Leilek district of the Batken region

On June 14, 2017, with the financial support of the OSCE Program Office in Bishkek, the Information Aarhus Center in Osh, a training was organized for the members of the Commission for Civil Protection of the Kulunda village of the Leilek District of the Batken region under the project “Disaster Risk Reduction and Security in the OSCE area”.

20 people took part in the training: the headmen of all villages, the deputies of the local kenesh, the relevant specialists and members of the Civil Protection Commission of Aiyl Aymak.

The main purpose of the training was:

 

  • Identification of disasters – events that seriously disrupt the life of local communities and the society of this village, are the cause of casualties among the population, as well as material, economic or environmental damage and impact that exceeds their ability to cope with it on their own;
  • Identifying threats that can lead to death or injury, damage to property, social or economic destabilization, or environmental degradation;
  • Identification of vulnerability, structural, non-structural and physical vulnerability – a set of conditions and processes that result from physical, social, economic and environmental factors that increase community exposure to threats;
  • A comparative analysis of the nature and extent of the risks associated with various threats and vulnerability situations that may cause damage and loss to people, property, livelihoods, infrastructure and services in the locality;
  • Identify measures to reduce existing risks (vulnerability and threats), adapt to changing risk factors, prevent further increase in disaster risk;
  • Identify measures for disaster risk prevention or mitigation by reducing – if possible – the threat level or – more often – the vulnerability;
  • Identification of measures to enhance disaster preparedness aimed at reducing the number of victims among the population and the extent of damage and loss in the event that such an event occurs;
  • Preparing a disaster risk reduction plan, and integrating disaster risk reduction issues and practices into local government social and economic development plans and programs.

The training was opened by the Head of the Kulunda village K. Tazhibayev. He noted the importance of this training on disaster risk reduction and previous training sessions for members of the Civil Protection Commission and the Voluntary Rescue Team. At the end of the speech, he thanked the OSCE for organizing trainings on disaster risk reduction in the Maksat village, International village of the Kyrgyz Republic bordering of the Republic of Tadzhikistan. Director of the Aarhus Center in Osh city K. Isabaev introduced the participants to the trainers.

The training was conducted by the employees of the Ministry of Emergency Situations D. Sadikov, A. Kokkozov. In the sessions of the trainer the following topics were revealed:

  • Basic concepts of disaster risk analysis;
  • Collecting general background information, basic data;
  • Analysis and assessment of threats and probabilities;
  • Impact and vulnerability analysis;
  • Risk analysis;
  • Activities by results of risk analysis;
  • Detailed planning of implementation of disaster risk analysis.

At the end of the training there were various questions from participants and they were answered by coach D Sadikov, A. Kokkozov and director of the Information Aarhus Center in Osh.
