September 22, 2022 in Gulcho Aiyl okmotu, Leninsky aiyl Okmotu of Alai district jointly with the Osh Regional Department of the Ministry of Natural Resources, Ecology and Technical Supervision (MNRETS) in the Kyrgyz Republic a meeting and monitoring were held  to discuss the Decree of the Government of the Kyrgyz Republic No. 43 “On state registration of rights to the extraction of sand-gravel mixture and loam”. This event was held by the Aarhus Center in Osh as part of the project of the OSCE Program Office in Bishkek “Promoting Green Economy and Environmental Management”.

This meeting was attended by the chief inspectors of the Control and Inspection Service (CIS) of the Osh Regional Department of the Ministry of Defense of the Kyrgyz Republic I. Dzhakishova, S. Osmonov, the head of Gulcho  aiyl okmotu S. Isaev, Deputy head S. Karimov, chief specialist in land resources, village elders, chief specialist in emergency situations, executive secretary of the Lenin Aiyl okmotu A. Arzieva, chief specialist S. Ramanov, private entrepreneur S. Mamishov. A total of 12 people participated in the monitoring and meetings.

In Gulcho aiyl okmotu the director of the Aarhus Center K. Isabayev and the chief inspectors of the CIS thoroughly acquainted the participants of the meeting with the resolution of the Government of the Kyrgyz Republic No. 43 “On state registration of rights to the extraction of sand-gravel mixture and loam”. The head of Gulcho aiyl okmotu S. Isaev noted the importance of this event and expressed gratitude. He also asked to hold a seminar on this resolution in November this year with the participation of local entrepreneurs, specialists in water management, the Department of the Ministry of Emergency Situations of the Alai district and specialists of local governments.

It should be noted that in Ayil okmotu Gulcho, no entrepreneur has issued a certificate of registration on the basis of resolution No. 43.

During the monitoring at the Bazar, Stadium and Asthma Kopuro sites in Gulcho aiyl Okmotu, the presence of a loading excavator on the Gulcho River was recorded. Due to the absence of the owner of the equipment, the inspectors were unable to carry out explanatory work. On the day of monitoring, subsurface users did not carry out work on loading sand-gravel mixture on the Gulcha River sections.

Then a meeting was held in the Leninsky aiyl okmotu. The executive secretary of Lenin aiyl okmotu A. Arzieva told about three entrepreneurs producing a sand-gravel mixture. Entrepreneur S. Mamishov issued all the documents and received a certificate in accordance with resolution No. 43 at the Zhanshoro site. Copies of the resolution of the Government of the Kyrgyz Republic No. 43 were distributed to the remaining two entrepreneurs (LLC “Birimdik Service” and an individual).
