Seminar “Ensuring Environmental Safety and Regulatory Compliance for Young Specialists and State Inspectors” Held
On May 11, 2026, the Aarhus Center in Osh, in cooperation with the Osh Regional Directorate of the Service for Environmental and Technical Supervision and the Osh-Batken Section of the Environmental Monitoring Department under the Ministry of Natural Resources, Ecology and Technical Supervision of the Kyrgyz Republic, conducted a seminar on ensuring environmental safety and regulatory compliance for young specialists and state inspectors.
Opening remarks were delivered by K. Isabaev, Director of the Aarhus Center in Osh; M. Osmonov, National Advisor of the OSCE Programme Office in Bishkek; and A. Matysakov, Deputy Head of the Osh Regional Directorate for Environmental and Technical Control under the Ministry of Natural Resources, Ecology, and Technical Supervision of the Kyrgyz Republic. In their speeches, they emphasized the significance of the seminar, highlighting the importance of exchanging experiences, promptly reviewing legislative updates, and effectively implementing them.
During the seminar, presentations were delivered on the following topics:
Requirements of the legislation of the Kyrgyz Republic in the field of wildlife and environmental protection;
Specific features of legislation in the field of plant and environmental protection;
The Land Code of the Kyrgyz Republic and legal requirements for the use of natural resources;
Legal frameworks for the inspection of industrial enterprises;
The legal and practical significance of laboratory control and environmental monitoring.
Practical examples of procedures for drafting violation reports, filing lawsuits, and imposing fines in cases of legal violations were also examined. Participants engaged in a Q&A session and exchanged views on the challenges and practical experiences of applying environmental legislation.
The event brought together a total of 23 participants, including state inspectors from the Alay, Nookat, Kara-Suu, Kara-Kulja, and Uzgen districts, as well as the city of Osh, alongside specialists from the regional service.

In the concluding session, the participants raised several proposals. Notably, due to the growing population of wild boars in the Nookat district, the issue of relocating them to other natural zones was brought forward. It was also suggested to organize activities addressing the issue of pests damaging trees in the city of Osh, and to host similar meetings on a regular basis.
As a result of the seminar, the participants received comprehensive information regarding the practical application of legislation aimed at ensuring environmental safety and protecting natural resources, along with an opportunity to exchange valuable experiences. Additionally, relevant regulations were distributed to the participants in electronic format.
