Second training on “Application of the provisions of the Aarhus Convention and national environmental legislation of the Kyrgyz Republic in the field of environmental protection”
At November 11, 2016 in the conference hall of the hotel “Plaza” in Bishkek the second training for judges, assistant judges and consultants of inter-district courts of Bishkek, Chui, Naryn, Issyk-Kul and Talas regions was held.
The training was organized by the Aarhus Centre in Bishkek and the Higher School of Justice of Supreme Court of the Kyrgyz Republic with the support of the OSCE Centre in Bishkek and the State Environmental Protection Agency and Forestry under the Government of the Kyrgyz Republic (SAEPF). Training session was dedicated to application of the provisions of the Aarhus Convention and national environmental legislation of the Kyrgyz Republic.
At the opening of the round table, an introductory and welcoming statement were made by Deputy Director of SAEPF Ryspekov A.A., the head of department of economy and environmental protection of the OSCE Centre in Bishkek Baramidze H., and Judge of the Supreme Court of the Kyrgyz Republic Arstanbaneva D.E. The training was attended by 25 employees of the judiciary.
The main training objective was to familiarize the participants with the provisions of the Aarhus Convention. Different enviromental cases were discussed. In addtions, trainers discussed Convention itself and how Convention consistent with national legislation in the field of environmental protection and what regulations nowadays on the environment, which regulate the relationship between the process participants.
During the training, practical activities were carried out in groups. Different cases was discussed , the accuracy and validity of the complaint, the application of the PPA and the provisions of the Convention at the primary level.
Participants expressed the need and usefulness of such trainings. Also expressed interest in cooperation and, if necessary, advise experts Aarhus Centre on the application of the Aarhus Convention in cases.
Upon completion of training, the participants were awarded certificates.
