Information about the Regional meeting under the project “Disaster Risk Reduction and Security in the OSCE Area.”
On June 20, 2017 in Osh, with the financial support of the OSCE Program Office in Bishkek, the Final Regional Meeting was held within the framework of the project “Disaster Risk Reduction and Security in the OSCE Area.”
The meeting was attended by territorial department of the Center for Training and Retraining of Civil Protection Specialists of the Ministry of Emergency Situations of the Kyrgyzstan, OSCE Office in Osh, Project Coordinator of OSCE Economic and Environmental Activities, the Information Aarhus Center in Osh and TV company “Yntymak”.
The meeting was opened by Project Coordinator of Economic and Environmental Activities of the OSCE, Alma Mirwich. She spoke about the project activities in Eastern Europe and Central Asia. Noted the important work of local authorities, local communities and units of the Ministry for Emergency Situations within the framework of the project “Disaster Risk Reduction and Security in the OSCE Area.”
The Head of the OSCE Office in Osh, Liph U.R. delivered a welcoming speech to the participants of the Final Meeting.
D. Sadikov, head of the territorial department of the Center for Training and Retraining of Civil Protection Specialists under the Ministry of Emergencies (CTRCPS), spoke about 3 training sessions and the results achieved on disaster risk reduction for the members of the Civil Protection Commission and volunteer rescue teams in the Kulunda ayil okmotu of the Leilek district of the Batken region.
According to the developed module, within the framework of the cross-border project, there will be a Comprehensive exercise involving forces and means of civil protection, voluntary rescue teams, and local residents. Based on the results of the whole project, a public hearing is planned in the Kulunda ayil district of the Leilek district, with the participation of all interested parties. The dates of these events have been previously agreed in Kulundu village on June 29, July 5, 2017.
The preliminary results and results achieved on the project on Disaster Risk Reduction were described by A.Asralov, the Civil Protection Specialist of the Kulunda Aiyl District, the headmen of the Maksat village and Internationale village S.Adainaev, M.Zhumabaev.
At the meeting, the presentation was made by the director of the Aarhus Center in Osh, K.Isabaev. He focused on the history of the implementation of the project, its results and plans for the future within the framework of the project.
Representatives of the Aarhus Center in Khujand and partners in the disaster risk reduction project from the Tajik side participated in the meeting via video link. A presentation on the progress of the project in the village of Ovchi-Kalach in Gafurovsky district of Sughd region was made by A. Abduvaliev, representative of environmental protection service of Sughd region, I. Mamadov, director of the Aarhus Center in Khujand, media and public relations specialist, I.Zokirov. They talked about the preliminary results and noted the importance of this project and the activities carried out within the framework of the project on disaster risk reduction in human settlements
At the end of the meeting there were questions to speakers, discussions on compliance with the rules of conservation zones along canals and rivers, illegal construction along and on irrigation canals. There were questions about natural dumps of solid household waste. The participants agreed to adopt the experience of the Kyrgyz Republic and the Republic of Tajikistan in solving emergency situations, taking into account the requirements of laws and regulations of both countries, to work in close contact, to warn the parties on emergency situations.
Then there were the recommendations:
- Development of methodology at the school level;
- Using practice with theory method;
- Strengthening of the educational and methodological territorial department of the Center for the Prevention of Traumatology and Trauma in the Kyrgyz Republic,
- Carrying out of trainings for teachers of chair CTRCPS,
- Consider training of trainers of the Ministry for Emergency Situations;
- Conducting joint exercises of the Kyguztsan and Tajikistan;
- Preparation and training of deputies of the Local Kenesh,
- Training of on the basis of the training center of the Republican Independent Rescue Team of the Ministry of Emergency Situations
- Mobilize the resources of the Ministry of Emergency Situations, LSGs and donor organizations in the prevention of emergencies;
- Involve more people for training;
