Launch of the project to prepare the Combined Second Biennial Transparency Report and the Fifth National Communication

On March 10, 2026, the Aarhus Center in Bishkek participated in an inception workshop at the Park Hotel to launch the preparation of the “Combined Second Biennial Transparency Report (BTR2) and the Fifth National Communication (NC5) of the Kyrgyz Republic under the UN Framework Convention on Climate Change (UNFCCC).” This seminar was organized by the Ministry of Natural Resources, Ecology, and Technical Supervision of the KR in cooperation with UNDP Kyrgyzstan. As a Party to the UNFCCC and the Paris Agreement, the Kyrgyz Republic undertakes obligations to ensure transparency and reporting under the Enhanced Transparency Framework (ETF). In accordance with these obligations, all Parties are required to submit Biennial Transparency Reports (BTR) and National Communications (NC), providing regular, accurate, and transparent reporting on greenhouse gas (GHG) inventories, mitigation measures, adaptation actions, as well as support needed and received.

The project for the preparation of BTR1–2 and NC5 is funded by the Global Environment Facility (GEF) and the UN Environment Programme (UNEP) and is implemented by the United Nations Development Programme (UNDP) to support the Government of the Kyrgyz Republic in fulfilling UNFCCC reporting requirements and further institutional strengthening of the national transparency system. The primary executing agency for the project is the Ministry of Natural Resources, Ecology, and Technical Supervision of the Kyrgyz Republic.

Main objectives of the event:
-Official launch of the combined BTR2/NC5 preparation;
-Presentation of key results and lessons learned during the preparation of BTR1;
-Familiarization with the structure, technical requirements, and schedule for BTR2/NC5;
-Defining the roles and responsibilities of government agencies and expert groups;
-Strengthening coordination between ministries, agencies, development partners, and technical experts;
-Identifying further steps and a roadmap for the timely and high-quality preparation of reporting.

The project will be implemented throughout 2026 under the oversight of an Interdepartmental Working Group. This group, established by an Order of the Minister of Natural Resources and with the consent of relevant ministries and agencies, will ensure an objective and productive compilation of the Report and the results of the Fifth National Communication under the UNFCCC on climate change.
