Round table on environmental protection and environmental safety in subsoil use.
On April 17, 2024, in the Papan aiyl okmotu of the Kara-Suu district of Osh region, a round table was held on the laws of the Kyrgyz Republic “On subsoil”, “On the Land Code”, “On the Water Code” and “On the protection of atmospheric air”.
The event was organized by the Aarhus Center jointly with the Osh Regional Directorate of the Environmental and Technical Supervision Service under the Ministry of Natural Resources, Ecology and Technical Supervision (ORD ETSR under MNRETS) of the Kyrgyz Republic as part of the project of the OSCE Program Office in Bishkek “Promoting Green Economy and Environmental Management”.
The round table was attended by inspectors of the outdoor control unit of the economic control system at the MNRETS of the Kyrgyz Republic, specialists from the Papan aiyl okmotu, and representatives of Akzhylga LLC, Asia-Kar, Samay, and Nedra Invest. A total of 20 people participated.
At the official opening of the round table, the director of the Aarhus Center K. Isabaev, the deputy head of the Papan aiyl okmotu D. Akburaev and the chairman of the Papan aiyl kenesh T. Tagaev spoke. Then Aarhus Center specialist A. Matisaev spoke in detail about the activities of the Aarhus Center to implement the principles of the Aarhus Convention of the Kyrgyz Republic.
Inspectors of the Osh regional department of ETSR under the MNRETS of the Kyrgyz Republic I. Dzhakisheva, K. Umetov and A. Ismayilov spoke in detail about the laws of the Kyrgyz Republic “On subsoil”, “Land Code”, “Water Code” and “On the protection of atmospheric air”. They noted the importance of complying with the requirements of regulatory legal acts in the field of environmental protection and obtaining annual special permits for waste disposal, wastewater discharge and emissions into the atmosphere and obtaining an environmental passport for mining enterprises.
Participants asked questions about the rational use of natural resources and ensuring environmental safety during subsoil use. There were many questions regarding the design of a social package for local residents, regarding the quality of water resources and atmospheric air in populated areas. Inspectors of the outdoor control unit of the electronic control system at the MNRETS of the Kyrgyz Republic and representatives of Akzhylga LLC, Asia-Kar, Samay, Nedra Invest gave comprehensive answers. Participants noted the importance of interaction and collaboration.
At the end, K. Isabaev thanked all participants and noted that the Aarhus Center is ready to cooperate in the field of environmental protection.
