Training for judges of inter-district courts in Batken, Jalal-Abad and Osh regions
At November 4, 2016 in Osh, Aarhus Centres of Kyrgyzstan, with the support of the OSCE Centre in Bishkek and the Higher School of Justice of Supreme Court of the Kyrgyz Republic organized and conducted training for judges and legal advisers of interdistrict courts of Osh, Jalal-Abad and Batken reigons. Training session was dedicated to application of the provisions of the Aarhus Convention and national environmental legislation of the Kyrgyz Republic.
This training was held in the framework of 3-stage course for individuals who work in the field of law, and is essential for learning and applying the basics of environmental legislation in court cases.
The main objective of this training was to tell the participants how to use the necessary legal acts of the Republic in the field of environmental protection in accordance with the principles of the Aarhus Convention, which Kyrgyzstan has ratified and accepted the obligations to its implementation in the country.
The following issues were considered and discussed during the training:
- Review of the Aarhus Convention and the regulatory acts of the Kyrgyz Republic in the field of ecology and environmental protection;
- The right of access to environmental information and the right to participate in decisions affecting the environment;
- The right of access to justice;
- Competence of authorized bodies in the field of ecology and environmental protection;
- Practical application by the courts of the Aarhus Convention and national legislation in the field of environment and ecology.
Training module has been developed, which has been certified by the Higher School of Justice of Supreme Court of the Kyrgyz Republic. Training was carried out by qualified personnel, who has extensive experience in such kind of trainings. Training was carried out by Judge of the Supreme Court of the Kyrgyz Republic – Arstanbaeva D.E. and legal expert of “LBD consulting” – Baltabaeva B.
Upon completion of training, the participants were awarded certificates.
