National Reports on Aarhus Convention

NATIONAL REPORTS

In 2021, the sixth National Report of the Kyrgyz Republic on the implementation of the Aarhus Convention for the period 2017-2020 was prepared and submitted to the Secretariat. Download

The national report was prepared by the State Agency for Environmental Protection and Forestry under the Government of the Kyrgyz Republic, which is the state executive body for the implementation of the Aarhus Convention in the Kyrgyz Republic. In the course of preparation, with the support of the OSCE, an analysis of the current situation on the implementation of the provisions and obligations of the Convention by the Kyrgyz Republic and an analysis of the normative and legal acts adopted over the past three years were carried out.

On November 20, 2020, an online round table was held in Bishkek to discuss the process of preparing the National Report of the Kyrgyz Republic on the implementation of the Aarhus Convention with the participation of representatives of interested ministries, departments, business structures and non-governmental organizations.

In 2016, the Fifth National Report on the implementation of the Aarhus Convention was prepared on the basis of the analysis of the previous four national reports of the Kyrgyz Republic, legislation of the Kyrgyz Republic, policy documents, plans, materials of seminars / trainings, forums, and information from ministries / agencies received according to an official request. The report was prepared with the assistance of the Aarhus Centers in Bishkek and Osh, the participation of environmental NGOs and the public. Download

In 2013 the Fourth National report on implementation of the Aarhus Convention  is prepared. Download

A basis for the report was the analysis of the previous three National reports of KR, the legislation of KR, program documents, plans, declarations, materials of seminars and trainings, forums. The report is prepared with assistance of Information Centre under the Aarhus Convention to Osh and participation of ecological NGO and the public.

The draft of the report was published for discussion on the official site SAEPF of www.nature.kg, a portal of the CARNet “Environment and Sustainable Development in Central Asia and Russia” network of www.caresd.net, the Ecological information Ekois service of www.ekois.net.
On December 11, 2013 with assistance of the OSCE Center in Bishkek the round table with participation of representatives of the interested ministries, departments, business structures and non-governmental organizations is carried out. The project National reports was finished taking into account remarks and offers following the results of a round table, and also agrees information received in writing from NGO and the public and is sent to the Secretariat of the Aarhus Convention.

In 2010, with assistance of the PROON Ecological program with involvement of experts of OO “Independent Environmental Assessment” and active participation of ecological NGO and the public, the third National report on implementation of the Aarhus Convention is prepared. Download.

We express gratitude for active participation in preparation of the Report: OO “Independent Environmental Assessment”, ED “BIOME”, TsChR “Life Tree”, OF “Miliyekontakt”, etc., and also the project of the European Union “A network of civil society on access to information, participation in decision-making process and justice on questions, concerning environment in the Kyrgyz Republic” and its Resource centers for support of the Aarhus convention, the Osh information Arhus the center.

We thank the interested ministries and departments for the provided information. For receiving necessary materials SAEPF inquiries were sent to all interested government institutions. The received information is included in the report.

On November 19, 2010, in a conference room of Hotel Park hotel, with assistance of the PROON Ecological program, I passed the Round table on discussion of the draft of the National report on implementation of the Aarhus Convention of UNECE “About access to information, participation of the public in decision-making process and access to justice on the questions concerning environment” in the Kyrgyz Republic.

52 representatives of the interested ministries, departments took part in work of the Round table, the enterprises of the Kyrgyz Republic, the international organizations (PROON, OSCE), NGO and the pu Regions were presented by representatives of the Resource centers of a network of support of the Aarhus Convention created within the project of the EU “A network of civil society on access to information, participation in decision-making process and access to justice on questions, concerning environment”.

Following the results of discussion the draft of the National report was finished taking into account offers and the information received during the Round table, and also directed in writing.

The report is prepared according to the consolidated format developed by the Secretariat of the Convention. Thus, the national report of the country prepares on the basis of the previous report and the number of words has to make no more than 13000 words (5000 words on new information). In this regard restriction, not all received offers and information are included in the report.

In 2007 the second national report on implementation of the Aarhus convention for representation to meeting of Conference of the Parties of the Convention is prepared. Download
In 2004 the Kyrgyz Republic was chosen as one of three pilot countries for the program Educational and UN research institute (YuNITAR) and the Economic Commission for Europe of the UN (EEKOON) for assistance to the countries in preparation of the National Profile according to abilities of the country on implementation of the Aarhus Convention. The national Profile was prepared with attraction of a wide range of interested parties. Download
