Round table in Tyup

On May 25, 2021, with the financial support of the OSCE Program Office in Bishkek, in the conference hall of the Tyup ayil okmotu of the Tyup district, a round table was held on the topic “Implementation of the principles of the Aarhus Convention in the regions. Joint work with local authorities in solving environmental problems” organized by the Issyk-Kul Aarhus Center.

The round table was attended by A. Bukarova, chief specialist of SIETS for the city of Karakol, Tyup, Ak-Suu, Jeti-Oguz districts, S. Sadyrbaev – specialist of the Issyk-Kul SAEPF, K. Kurmanaliev – deputy head of the Tyup ayil okmotu, deputies of the aiyl kenesh, heads of municipal services, members of the youth associations of the village.

The deputy head of the Tyup aiyl okmotu K. Kurmanaliev made a welcoming speech – he spoke about problems regarding environment, waste management, poaching and mentioned the work carried out by the aiyl okmotu.

The manager of the Issyk-Kul Aarhus Center S. Tursunakunov made a presentation on the principles of the Aarhus Convention, on the work of the center for 2019-2020, and answered the questions of the participants.

The chief specialist of the SIETB for the city of Karakol, Tyup, Ak-Suu, Zheti-Oguz districts A. Bukarova gave detailed information about the work done by the territorial department for 2020, on the facts of poaching, on the seizure of fishing nets from residents of Kudurgu and Oy-Bulak, on raiding activities carried out to identify the facts of violations laws.

Leading specialist of Issyk-Kul SAEPF, S.Sadyrbaev, briefly spoke about the work of the department, about the procedures for obtaining permits.

Deputy of the local kenesh Urbayeva Shaiyr – poaching in the village of Tyup is increasing. It is necessary to prohibit the catch of fish during spawning. Fines for poaching should be increased to 100-150 thousand soms. Those fines that are imposed by the ecotechnical inspectorate in the amount of 7,000-8,000 thousand soms are paid without any difficulties and the next day they continue to engage in poaching. To educate the younger generation, it is necessary to introduce environmental lessons in schools.

Deputy of the local kenesh Kulikeev Mairambek – in addition to burning leaves, people dump manure on the street. It is necessary to spread more information about this and keep working in this direction.

During the discussion, the deputy head of the Tyup aiyl okmotu K. Kurmanaliev gave full information to the participants about the state of the garbage dump in the village of Tyup, what documents were received and answered questions.

Following the results of the round table, the participants asked the organizers to conduct trainings on the study of the codes and laws of the Kyrgyz Republic.
