NDC 3.0 Launch Forum

On December 29, 2025, the Hyatt Regency Hotel hosted the Forum “Launch of the Preparation of the Nationally Determined Contribution of Kyrgyzstan – NDC 3.0”, organized by the Ministry of Natural Resources, Ecology and Technical Supervision of the Kyrgyz Republic with the support of UNDP Climate Promise, the Office of the UN Resident Coordinator and the Global Initiative NDC Partnership.

The objectives of the forum are:

– To identify and discuss potential challenges in the preparation and implementation of NDC 3.0, building on lessons learned from the previous NDC 2.0;

– To identify high-level government and sectoral priorities in the preparation of NDC 3.0, and discuss their alignment with existing long-term development plans and strategies;

– To present the existing support for the preparation of NDC 3.0 and identify gaps in support;

– To identify societal opportunities for NDC 3.0.

NDC 3.0 will not only align national policies with the goals of the Paris Agreement, but will also enhance accountability and transparency among countries. By taking into account lessons learned from recent climate events and encouraging adaptation measures, these new commitments will mobilize the necessary financing and stimulate innovation in sustainable technologies.

Representatives of the Cabinet of Ministers of the Kyrgyz Republic, ministries and departments, international institutions of the diplomatic corps, scientific and public organizations, climate experts, and the media took part in the Forum. The main reports were made by the Ministry of Ecology and Natural Resources (Barieva A., Head of the Climate Policy Department), UNDP (Zholdubaeva L., Climate Change Program Specialist and Head of the IKEOS Cluster), and the Global Initiative NDC Partnership (Deo Gabinete, Regional Support Group Manager). Representatives of various ministries and departments, as well as the public and environmental experts, spoke during the discussion of the reports presented.

In general, the start of preparation for the development of NDC 3.0 was approved by all participants and is called for the implementation of a targeted and high-quality program to achieve the set goals.
