Training in Chon-Alai

On October 23, 2017, in the village of Daroot-Korgon, Chon-Alai district, Osh region, with the financial support of the OSCE Program Office in Bishkek, a training was held on the protection and use of flora and fauna, attended by representatives of the State Agency for Environmental Protection and Forestry under the Government of the Kyrgyz Republic, Department of Protection and Use of Natural Resources for the Osh region, “Min-Teke” Zhamat, Bek-Tosot Zhamat, SIETS in Alay and Chon-Alai district.

After the completion of the registration of participants, the Director of the Information Aarhus Center in Osh presented the activities of the Center for the Implementation of the Aarhus Convention in the Kyrgyz Republic.

Training on the protection and use of flora and fauna was conducted by T. Zhumabekov, a center employee. During the training sessions, the participants were presented with materials on normative legal acts in the field of environmental protection and discussed the implementation of the requirements of the laws “On Environmental Protection”, “On Wildlife”, “On Hunting and Hunting”, “On Arms”, On Lesnoy, Water, Land Code and the Code “On Administrative Liability.”

Mamajunusov told the participants about the rules of hunting, obtaining permits for hunting. At the end of his speech, he asked the participants to take care of plant and animal worlds, disseminate information about the training and thanked the Aarhus Center for this training.

Inspector of the SIETS Regional Office for the Alay and Chon-Alai districts A.Tashtanbekov noted the importance of this training, proposed to conduct raids involving representatives of SIETS, villages, zhamaats. Also said, thanks to this training, he received a lot of information and got acquainted with hunters, members of the zhamaats and thanked the Aarhus Center for organizing the training.

The head of the zhamaat “Min-Teke”, realizing the project of the NGO “Panther Kyrgyzstan” M. Zhusupov informed the participants that the number of wolves and jackals increased. Local residents steal cameras installed by them in the framework of the project to preserve the snow leopard. International organizations provide them with a camera, photo traps, GPS equipment, binoculars and saddles.

The head of the Bek-Tosot zhamaat A. Isayev said that their territory is 95225 hectares, with the help of the NGO “Panther Kyrgyzstan” 39 photographic traps were installed. In order to exchange experience. Animals were registered with the participation of hunters from Issyk-Kul and Chui regions. He noted that in other countries the use of pastures over 3000 meters above sea level is prohibited. We also need to introduce practice on the use of pastures. Only in this case, we can achieve an increase in the number of wild animals. He also suggested that Aarhus Center consider the possibility of organizing a meeting to discuss the problems of wildlife protection and use, with the participation of all relevant state bodies, international organizations, and discussing the use of pastures that directly affect the number of wild animals. Thanks to the work of local zhamaats on the protection of wild animals, during the accounting for 2016 and 2017, an increase in the number of capricorn was established from 105 to 143 individuals.

At the end of the training, the participants asked the Centre to organize trainings on NLA in the field of environmental protection and wildlife with participation of heads of ayil okmotu, district state administration and state control bodies.
