Seminar on environmental legislation for state inspectors, rangers and representatives of hunting societies of the Batken regional department of the Ministry of Natural Resources, Ecology and Technical Supervision of the Kyrgyz Republic (MNRETS KR)

On September 26, 2024, the Aarhus Center in Osh, together with the Batken Regional Office of the Ministry of Economic Development and Trade of the Kyrgyz Republic, organized a seminar within the framework of the project of the Organization for Security and Cooperation in Europe (OSCE) Program Office in Bishkek “Promoting Green Economy and Environmental Management”.

The event was attended by state inspectors, rangers of the Batken Regional Office of the Ministry of Economic Development and Trade of the Kyrgyz Republic, representatives of the Batken Regional Public Association of Hunters, employees of the Environmental and Technical Supervision Service (ETS) under the Ministry of Economic Development and Trade of the Kyrgyz Republic and Aarhus Center specialists.

The official opening of the seminar was attended by the Director of the Aarhus Center K. Isabaev, the Head of the OSCE Program Office in Bishkek, Ambassador A. A. Rogov, the Head of the Batken Regional Office of the Ministry of Economic Development and Trade of the Kyrgyz Republic A. Mamataliev. They noted the importance of this seminar in increasing the capacity of state inspectors, rangers and the importance of cooperation in solving environmental problems.

Then the participants got acquainted with the photo exhibition dedicated to the 25th anniversary of the OSCE Programme Office in Bishkek, where the head of the OSCE Ambassador A. A. Rogov provided information on the activities of the OSCE.

Aarhus Centre specialist A. Matisaev made a presentation on the regulatory legal acts of the Kyrgyz Republic “On Environmental Protection of the Kyrgyz Republic of June 16, 1999, No. 53”, “On the Fauna of the Kyrgyz Republic of June 17, 1999, No. 59”, “On the Protection and Use of the Flora of the Kyrgyz Republic of June 20, 2001, No. 53”, “On Approval of Rates for Calculating the Amount of Penalties for Damage Caused to Fauna and Flora, Mummified Mineral Raw Materials and Mushrooms by Legal Entities and Individuals of the Kyrgyz Republic of May 3, 2013, No. 224-FZ” and the Code of Offences of the Kyrgyz Republic.

Head of the Environmental and Technical Supervision Service of the Ministry of Natural Resources and Environmental Protection of the Kyrgyz Republic for the Osh Region A. Mamyraimov spoke about the specifics of inspecting industrial enterprises and compliance with the requirements of the Kyrgyz Republic legislation (Law on the Use of Natural Resources, Environmental Protection, Atmospheric Air, Water Resources). He also spoke about the specifics of drafting acts and protocols when inspecting industrial enterprises.

The seminar participants received comprehensive answers to their questions. State inspectors and rangers shared their experience of working in their territories. The participants were given a 4-volume collection of regulatory legal acts of the Kyrgyz Republic in the field of environmental protection, “Egerdin kundolgu”, “Biotechnical ish-charalar zhana alardyn maanisi” and posters of plants listed in the Red Book of the Kyrgyz Republic.

At the end, K. Isabaev thanked all the participants and noted that the Aarhus Center is ready for cooperation in the field of environmental protection and ensuring environmental safety
