Training for hunters

On 17th-19th july 2018 in city halls of Tash-Kumyr and Kara-Kul, Jalal-Abad region was conducted the training on normative legal acts in the area of environmental protection for hunters of towns listed above, under the financial support of OSCE Programme Office in Bishkek. There participated the members of hunter’s society, representatives of Jalal-Abad’s Department of Hunting and Natural Resource Management of National agency of environmental protection and forestry and Hunters and Fishermen society of Jalal-Abad region.

Participants:

  • Tash-Kumyr – 23 people
  • Kara-Kul – 21 people

Before the start of the training Mr. Isabaev K. and Osmonov M. had a meeting with Mr. Asanaliev R.A., the mayor of Tash-Kumyr city, where ecological problems of Tash-Kumyr and problems related to uranium wastes in Kyzyl-Jar village were raised.

At the beginning of the training in Kara-Kul town the organizers conducted a meeting between and first vice-mayor of the town, Mr. Oskon uulu Kalybai. During the meeting all ecological issues of the city were discussed. First vice-mayor asked for assistance in holding a meeting or public discussions on questions of building a cement factory in Jazy-Kechuu territorial administration. The second important issue were raised the problem of pasture uses between Toktogul, Nooken districts and  Tash-Kumyr and Kara-Kul towns, where there conflict situations exist.

According to training program, there was a discussion on issues of wildlife protection in Tash-Kumyr and Kara-Kul. In the process of discussion participants noted the following problems of wildlife protection:

  • Deficient physical infrastructure of DHNRM and Hunters and Fishermen Society;
  • Wild animals population decrease due to excessive anthropogenic impact and improper partition of lands;
  • Population’s lack of information about normative legal acts on environmental protection;
  • Difficulties of receiving of national hunting ticket;
  • Fencing the riverbed of Naryn by private entities for fish farming;

The trainer Soronkulov G. introduced to participants the normative legal acts in area of environmental protection and discussed the implementation of law requirements, decrees and orders as: KR acts «Of Environmental Protection», «Of Wildlife», «Of hunting and gamekeeping», «Of Guns» and KR Government Decree № 501 from 18th  august 2017 of alteration in KR government decree  «Of approval of taxes for estimation of amount of penalties for damages to objects of flora and fauna, mumies-containing mineral raw materials and fungus by legal and natural entities» from 3rd may 2013 № 224, KR government decree from 12th april 2017 № 214 «Of insertion of restrictions on special use of particular animal species»,  KR Government Decree № 410 from 24th june 2015 «Of establishment of normative legal acts in the area of fisheries», National agency of environmental protection and forestry under the KR government Director’s order from 10th august 2017 № 01-9/180 «Of 2017 year’s hunting season», list of wild animals and birds of gamekeeping and catching and list of wild animals and birds, included into the KR Red List.

The trainer Temirbaev O. in details explained to hunters how to receive a hunting license, meaning of hunting and poaching terms, rights and obligations of hunter, why hunting society are created, which rights are benefited by society members, which fees exist and why they are paid, their terms and values, which documents must hunter have, security measures when handling guns, fire safety on the hunting, what a hunter mast be able to, biotechnical events, hunting periods and prices of captured hunting animals. In the process and in the end of the training trainers and organizers answered questions of training participants.

Mr. Isabaev K. informed participants of the training about accomplished project on designation of key areas of biodiversity (KRB) in Central Asia under the financing of Swiss foundation of vulnerable mountain ecosystems. As a result of this project 31 КРБ were defined. 5 of them were defined as priority KRB in Kyrgyz Republic. In this list to the number KGZ – 04 was assigned Kassan-Sai site, which is located on the territory of Ala-Buka district. In the scope of this project the hunting society, local authorities, “jamaats” may submit projects on vulnerable Red List’s animals, plants and fishes protection.

This training was conducted by Informative Aarchus Centre in Osh in collaboration with Jalal-Abad representation of ДОиПР and Jalal-Abad region’s Society of Hunters and Fishermen in the scope of «Promotion of ecological security and sustainable management of natural resources in Kyrgyzstan» project, implemented by the assistance of OSCE.

By the end of the training participants filled the evaluation paper and received the following materials:

  1. Act «Of hunting and hunting economy»;
  2. KR Government decree № 501 from 18th August 2017 of alteration in KR government decree № 224 from 3rd  May 2013 «Of approval of taxes for estimation of amount of penalties for damages to objects of flora and fauna, mumies-containing mineral raw materials and fungus by legal and natural entities»;
  3. KR Government decree № 410 from 24th  June 2015 «Of establishment of normative legal acts in the area of fisheries»;
  4. KR Government decree № 214 from 12th April 2017 «Of insertion of restrictions on special use of particular animal species»;
